What this is right now

A directory of Rio Grande Valley governments: who they are, when they meet, where to watch, and how to comment. 17 bodies across Hidalgo, Cameron, Starr, and Willacy counties. It is incomplete and every page says where.

There is no journalism here yet. No articles, no reporters, no coverage of what happens at these meetings. That comes later.

What it is meant to become

The same site, filled in. Every public meeting in the Valley transcribed and made searchable, so that "what did the commissioners court actually say about the drainage bond" is a question with an answer.

Minutes tell you what was decided. Video tells you what was said but cannot be searched. Nothing in between exists, for this region or most others. That gap is the whole point.

The URLs are built to hold it. A meeting page today lists a body and a schedule; the same address later holds a transcript.

What we will not do

Publish a fact we have not checked. Every page here marks what is unconfirmed rather than filling it in with something plausible. That is why the public comment page carries real rules for some bodies and "Not established" for others, instead of a full set of guesses that all look equally confident.

Hidalgo County is the clearest example in this market. Four pages published by the county itself state four different meeting schedules: the 2015 Rules of Procedure say the fourth Tuesday at 9:30 a.m., the live-video page says every other Tuesday at 9:30 a.m., the meetings page says every other Tuesday at 10:00 a.m., and the main Commissioners Court page says Tuesdays at 10:00 a.m. with a 2:00 p.m. start on fourth Tuesdays. We could have picked one. Instead the schedule stays unset until the county resolves it, because a wrong meeting time sends a resident to Edinburg on the wrong morning.

Infer one body's rules from another's. Public comment rules in this market range from three minutes with no cap to a thirty-minute ceiling on the entire open forum, and sign-up deadlines range from 8:45 a.m. to the moment an item is called. A rule that holds in Cameron County tells you nothing about Starr.

Read a cadence off a calendar. A list of past meeting dates shows what happened. It does not show what is required. Where we have only observed dates, the schedule stays blank.

Pad a page to look complete. If a market yields seventeen entries, it gets seventeen.

On language

This is a bilingual region and the pages say so specifically rather than generally. Where a body publishes something in Spanish we name the document. Where the only Spanish on a government site is a Google Translate button, we say that too, because a machine translation of the site chrome is not a Spanish agenda and the difference matters to someone trying to follow a budget hearing.

Corrections

If something here is wrong, the government's own page is authoritative and we want to know. Every page carries a "verified" date so you can see how stale it might be.

Who this is for

People who live in Hidalgo, Cameron, Starr, and Willacy counties and want to know what their governments are doing. Not developers, not lobbyists, not people who already have a consultant reading the agendas for them.
